Summary

add the medcleanstd mapper operator under runtime/ops/mapper
include operator metadata, processing logic, and packaged normalization assets
add README and dependency definition for the new operator

Test plan

Verify the operator loads successfully in the DataMate runtime
Run a sample mapping flow using medcleanstd_operator
Confirm normalization assets are available and readable at runtime
